Stronger Glue is the 2nd upgrade on Path 3 of the Glue Gunner in Bloons TD Battles 2. Slows down from 50% to 75%, gluing up to 24 seconds in very slow glue.
It costs $400.

Some stronger slowdown to slow the bloons even further. In this game, it is mostly useful for stalling even further, mostly beneficial for stalling rounds in strategies that rely on this.
