I don't know what these buildings are, nor whether they are significant, but my gut feeling is no, don't bother with these new categories, at least for now.
To answer the first part of your question, there isn't much information on Mud City Wall. That could be because there is a lack of information available in first place, but as I mentioned, I don't play Bloons anymore.
I do enjoy using the COBRA, and I use it quite a lot.
I generally play Defend Mode, and as soon as I have the $7500 income boost and a solid defence, I build as many 2/0 COBRAs as I can (Bloon Adjustment). For mid-late game, I also use the x/4 upgrade (Misdirection).
Hello SW8573. I had noticed some images around the wiki have been named inappropriately. I was wanting to rename some of the inappropriately named images, but I cannot rename images because I am in the "No group" user group. I was wondering what sort of user groups can move files (and I realised Wikia is not Wikipedia). And I was thinking about making a template that shows the correct name request and also goes in the category "Requested file name changes".
The full list of what you can and cannot do can be found at Special:ListGroupRights. It's essentially only administrators and a few other trusted, elected and handpicked users by Wikia Staff who can do so (listed as movefile on that page).

Assuming you're talking about the same template here, I've made Template:RenameFile. It will add the category to the page, and will contain the "new" file name as hidden wikitext.
However, just a note - this does not automate the process of renaming these pages. You could list this as a bot assistance request (although I'm not entirely sure about the extent of what BloonsBOT can do), but if it's possible, then this task of renaming will have to be done every now and then since most bots aren't "on patrol" all the time. Otherwise administrators will be renaming these pages manually.
Wait a sec, Vortex wasn't repairing itself; the boss was releasing a shockwave. What the user who uploaded did not notice (which funnily enough was me who uploaded the image) was that Vortex was releasing a shockwave, not repairing itself. I re-requested the file name change.
Sorry, I haven't had the time or motivation to play any NK game, or even logon to the NK website for nearly a year now, but if I remember, I'll do so the next time I go on (unfortunately there's no telling how long this will be).
