Extra Empowered is a Relic Knowledge exclusive to Contested Territory in Bloons TD 6. When active, it automatically levels up a Hero up to Level 3. The bonus levels from Extra Empowered can stack with Empowered Heroes if Monkey Knowledge is turned on and available. Extra Empowered can stack with itself. However, under all conditions, the bonus levels cap at Level 4.
If Heroes are enabled, it is incredibly powerful for defenses that greatly depend on the benefits of Heroes. However, many tiles tend to restrict Heroes, so don't use it on tiles that ban them. Compared to Hero Boost, which levels heroes faster instead of instantly levelling up, Extra Empowered is more beneficial in the early-game, allowing for certain heroes to become much more effective with this Relic active.

Use similar strategies for Empowered Heroes with the Extra Empowered Relic.
Stacking with Empowered Heroes allows Captain Churchill to excel on Least Cash regular tiles that allow selectable heroes. Alongside some early-game, plus some optional Relics that may assist along the way, getting a very low score is very easy.
If a Least Cash regular tile contains exactly $1530, the team who captured the tile likely has Extra Empowered plus a loadout that saves for a long time until Churchill, especially Box of Monkey, plus the Hero Favors MK.
If the opportunity exists, a double Extra Empowered combined with Empowered Heroes automatically levels up heroes to Level 9. In particular, it allows Gwendolin to excel immensely on normal Time Attack tiles where she is enabled, especially with her much stronger cocktail and very easy-to-access Firestorm.
Double Hero Boost + Self-Taught Heroes + leveling rate MK is not enough for Etienne to reach Level 10 by Round 28 on Intermediate Maps.

Trivia[]
Contrary to the upgrade description, the pre-41.0 Extra Empowered did not add 3 levels; it actually instantly leveled up placed heroes in increments of 3. To put it simply, the hero leveled up to levels 3 and 6, not 4 and 7, even though heroes start at Level 1.
Prior to Version 41.0, Extra Empowered adds another 3 levels no matter what. Having all conditions would grant up to Level 9 on normal tiles with Empowered Heroes by having both the Map Relic and Store Relic variants of Extra Empowered, and Level 6 with either two Extra Empowereds or an Extra Empowered and a Empowered Heroes.
